Aviation authority

The Civil Aviation Organization of the Islamic Republic of Iran, under the Ministry of Roads and Urban Development, is the designated civil aviation authority (AIP GEN 1.1). It issues the national regulations; the AIP is published under its name and distributed by Iran AIM (ais.airport.ir).

The authority now presents itself as the Civil Aviation Authority (CAA.IRI, caa.gov.ir); the AIP still uses the name CAO.IRI and the address cao.ir, which redirects to caa.gov.ir.

    First landing and final departure at an international aerodrome

    Aircraft flying into or departing from Iranian territory (Tehran FIR) must make their first landing at, or final departure from, an international aerodrome listed in AIP AD 1.3 / AD 2.

    Flight permission number in FPL item 18

    For non-scheduled international flights, the flight permission number granted should be inserted in item 18 of the flight plan in the format RMK/IRFPN… (16 characters).

  • Flight permissionGEN 1.2 §2.1.1

    Scheduled services by foreign airlines

    The airline's State must be party to the International Air Services Transit Agreement and/or the International Air Transport Agreement, the flights must be covered by a bilateral or multilateral agreement, and a permit is required — apply to the Flight Permission Unit at least 30 days in advance.

    Non-scheduled transit or technical stops

    Non-scheduled flights in transit across, or making non-traffic stops in, the Tehran FIR need prior permission from the Flight Permission Office at least twelve hours in advance.

  • Flight permissionGEN 1.2 §3.1.2–3.1.3, §4.1

    Non-scheduled flights taking on or discharging traffic

    Apply to the Flight Permission Unit (IAC, Tehran ACC) not less than three working days before the intended landing, with the information listed in §3.1.2 (operator, flight and aircraft details, route and times, purpose, alternate in Iran, charterer, billing, crew). Each permission is valid for 24 hours. Private flights follow the same procedure.

  • Flight planSIRA.4001(c) — Annex 2 §3.3.1.2–3.3.1.3

    Flight plan required for every flight in the Tehran FIR

    A flight plan must be submitted before operating any flight within the Tehran FIR (unless covered by a repetitive flight plan, RPL), to the ARO at the departure aerodrome or, if there is none, to the ATS unit acting as one. This differs from ICAO Annex 2, which requires a flight plan only for certain flights.

    All aircraft must be equipped for, and maintain, two-way communication with the ATS units in the Tehran FIR.

    Airspace classes A, C, D and G

    Only airspace classes A, C, D and G are currently used in the Tehran FIR, and continuous air-ground voice communication is required for all flights. Read-back items include transition levels, whether issued by the controller or contained in ATIS.

    250 kt IAS below 10 000 ft AMSL

    A 250 kt IAS limit applies to VFR flights in class C and to all flights in classes D, E, F and G below 3 050 m (10 000 ft) AMSL, except where approved by CAA.IRI for aircraft that cannot maintain this speed for technical or safety reasons.

  • VFRSIRA.5005(a)(7)–(8) — Annex 2 §4.6

    VFR minimum heights (fixed-wing)

    Except for take-off and landing or with CAA.IRI permission — by day: at least 1 000 ft above the highest obstacle within 600 m over congested areas or open-air assemblies, and 500 ft above ground, water or the highest obstacle within 150 m elsewhere; at night: at least 2 000 ft above the highest obstacle within 8 km over high terrain or mountainous areas, and 1 000 ft within 8 km elsewhere.

    Helicopter VMC visibility

    At and below 3 000 ft AMSL or 1 000 ft above terrain (whichever is higher) in classes B, C, D and E, minimum flight visibility for helicopters is 3 000 m by day and 5 km at night; the same values apply to ground visibility.

    Left-hand turns after take-off and when approaching to land

    Except balloons, aircraft make all turns to the left when approaching for a landing and after taking off, unless otherwise indicated or instructed by ATC.
